Singapore has more AI companies than ever. The government is investing S$1 billion over five years under the National AI R&D Plan. IMDA's GenAI Sandbox is getting SMEs their first taste of AI agents. And adoption among SMEs jumped from 4.2% in 2023 to 14.5% in 2024.
But "AI agent company" means very different things depending on who you ask. Some build custom agents from scratch. Some sell subscription platforms with chatbot builders. Some do both. And some say "AI agent" when they really mean "rule-based chatbot with an LLM wrapper."
This guide covers 12 companies actually building or selling AI agents in Singapore — what they do, who they're for, and what to expect.
Two types of AI agent companies
Before the list, it helps to understand the two broad categories:
Custom builders scope your workflows, build agents trained on your business data, and connect them to your existing systems. You get something purpose-built. It takes longer (4-8 weeks typically) and costs more upfront, but the agent actually knows your business.
SaaS platforms give you a no-code or low-code chatbot builder with AI features. You configure it yourself using templates and knowledge bases. Fast to set up, lower cost, but limited to what the platform supports.
Neither is inherently better. A 10-person clinic that needs WhatsApp auto-replies might be perfectly served by a SaaS tool. A manufacturer with a multilingual quotation workflow across SG and Malaysia operations needs something custom.
Custom AI agent builders

2. Neurons Lab
What they build: Custom AI systems for enterprise — multi-agent orchestration, NLP, knowledge management. Focused on financial services and large organisations.
Notable clients: HSBC, Visa, AXA. AWS Advanced Partner with GenAI Competency (1 of 18 globally).
Best for: Large enterprises with complex AI requirements and budget for six-figure engagements. Financial services is their sweet spot.
Pricing: $20K-$300K+ range. Not grant-eligible for most SMEs.
What stands out: Serious enterprise credentials. If you're a bank or insurer evaluating AI agent architecture, they're credible. Less accessible for smaller businesses.
3. Slash
What they build: "Co-Pilot Factory" — enterprise AI transformation, agentic AI systems, staff augmentation. Also operates as a venture studio (co-founded 15 startups).
Notable clients: AXA, COMO Group, PersolKelly, HSBC, JustCo. AWS registered service partner.
Best for: Mid-market to enterprise companies looking for a tech partner that covers AI plus broader software development.
Pricing: Not publicly listed. Project-based.
What stands out: Dual identity as agency + venture studio. Strong client list. But AI agents are one service among many (alongside UI/UX, prototyping, recruitment), not their sole focus.
4. Webpuppies
What they build: "Agentic AI Development" alongside web development, cloud, data, and security services. 25+ year track record in Singapore.
Notable clients: NETS, Visa, CooperVision. 5,000+ projects, 1,000+ clients, operations across 21 countries.
Best for: Organisations that need a full-service digital agency that also does AI, rather than a specialist AI company.
Pricing: Not publicly listed. Project-based.
What stands out: Longevity and government project experience. But agentic AI is a newer addition to their service line — their heritage is web development, not AI.
5. Digigen (The Agentiv)
What they build: AI automation, workflow orchestration, and custom AI agents through their "Agentiv" service line. Singapore and Thailand.
Best for: Companies looking for fast AI pilots with ready-to-use frameworks, particularly in Southeast Asia.
What stands out: Focused go-to-market around AI agents specifically, with frameworks designed for rapid deployment.
SaaS platforms with AI agent features
6. SleekFlow
What they do: Omnichannel social commerce platform with AI chatbot builder. WhatsApp, Messenger, Instagram, Line — unified inbox with AI auto-replies and workflow automation.
Best for: E-commerce and retail businesses that want a self-serve messaging platform with AI features. Strong in Southeast Asia and APAC.
Pricing: Freemium. Paid plans from ~$79/month.
What stands out: Good UI, strong channel coverage, and a free tier to start. But the AI is a feature within a messaging tool, not a purpose-built agent. Limited to what you can configure in their builder.
7. WATI
What they do: WhatsApp Business API platform with no-code chatbot builder and AI-powered auto-replies. Official WhatsApp BSP.
Best for: Businesses whose primary customer channel is WhatsApp and want quick automation without custom development.
Pricing: From ~$49/month.
What stands out: WhatsApp-native — if WhatsApp is your only channel, WATI is focused and affordable. But it's WhatsApp-only, and the AI capabilities are template-based rather than truly custom.
8. Respond.io
What they do: Business messaging platform unifying customer conversations across channels. AI agent assist, automated workflows, and team collaboration features.
Notable: Malaysia-founded with Singapore office. Raised $7M Series A. 13,000+ pages of content (they take SEO seriously).
Best for: Mid-market teams managing high-volume messaging across multiple channels who want AI to assist human agents rather than replace them.
Pricing: From ~$99/month (Team plan).
What stands out: Strong product with good channel coverage. More of an "AI-assisted inbox" than an autonomous AI agent — the AI helps your human team, rather than handling conversations independently.
9. Pepper Cloud
What they do: Singapore-built CRM with WhatsApp integration and AI-powered sales automation.
Best for: Singapore SMEs wanting a local CRM with WhatsApp built in. Direct competitor to Voltade's Envoy on the CRM side.
Pricing: SME-friendly tiers.
What stands out: Built specifically for the SEA market. WhatsApp-native CRM. But positioned as a CRM with AI features, not as an AI agent builder.
Voice AI and specialist platforms
10. WIZ.AI
What they do: AI talkbots — voice AI agents that make and receive phone calls. Collections, customer service, outbound campaigns, appointment confirmations. Multilingual: English, Mandarin, Malay, Thai, Tagalog, Bahasa.
Notable: 300+ clients across 17 countries. Revenue grew 100%+ in 2024-2025. Raised tens of millions in Series B (2025).
Best for: Businesses with high-volume phone operations — banks, telcos, insurance, healthcare. If your bottleneck is call volume, not chat volume.
Pricing: Enterprise. Not publicly listed.
What stands out: 98% of users can't tell it's a bot. Specialised in voice, not text — a different problem entirely from WhatsApp or web chat agents. If you need phone automation in Southeast Asian languages, they're the clear leader.
11. AiChat
What they do: Conversational AI platform for customer engagement across WhatsApp, Messenger, web chat, and social channels. AVA virtual assistant for automated customer interactions.
Notable clients: Marina Bay Sands, Coca-Cola, Philips, Mitsubishi Motors, Kia Motors.
Best for: Established brands wanting a proven conversational AI platform with enterprise-grade client references.
What stands out: Founded 2016, long track record. Strong brand client list. Acquired by reAlpha in 2024 — worth watching how this affects their product direction.
12. Yellow.ai
What they do: Enterprise conversational AI platform with generative AI-powered customer service and employee experience agents. 35+ channels, 135+ languages.
Notable clients: Asian Development Bank, Domino's, Sephora, PepsiCo, BMW. 1,000+ enterprises globally. Raised $102M+.
Best for: Large enterprises needing a global conversational AI platform with multi-language, multi-channel support at scale.
Pricing: Enterprise. Not SME-accessible.
What stands out: Unicorn-tier company with serious scale (2B+ conversations per quarter). But this is enterprise software, not an SME tool. If you're running a 50-person company, this isn't built for you.
How to choose
The decision usually comes down to three questions:
1. How specific is your workflow?
If you need an AI agent that pulls pricing from your Odoo ERP, checks appointment availability in Plato, and responds in three languages on WhatsApp — you need a custom builder. SaaS tools can't access your internal systems.
2. What's your budget?
SaaS platforms on this list (WATI, SleekFlow, Respond.io) start at roughly $49-99/month — those are their prices, not Voltade's. Custom builders like Voltade are project-based with no monthly subscription in Year 1; PSG grant can cover up to 50%, making a $20K project effectively $10K. Both models are valid — it depends on what you're solving.
3. Do you need voice, text, or both?
Most companies on this list handle text (WhatsApp, web chat, social). WIZ.AI handles voice (phone calls). Some custom builders can do both. Make sure you're solving the right channel.

We're biased — Voltade is on this list. But here's an honest take:
- If you're testing the waters, start with a SaaS tool like WATI or SleekFlow. Low commitment, quick setup. You'll learn what automation your customers actually respond to.
- If you've outgrown templates, you probably know already. The chatbot handles 60% of queries but falls apart on anything that requires real business data. That's when custom makes sense.
- If you're an enterprise, Neurons Lab and Yellow.ai operate at your scale. Slash if you want a broader tech partner.
- If you need voice AI, WIZ.AI. Nobody else on this list specialises in phone automation for Southeast Asian languages.
