    Overview

    The Enterprise Development Grant (EDG) is a flagship grant administered by Enterprise Singapore (EnterpriseSG) to support companies in upgrading, innovating, and growing, including internationalisation. It is intended for projects that go beyond off-the-shelf solutions and instead require more strategic transformation, capability building, or market expansion. Unlike PSG (which focuses on adopting pre-scoped technologies) or MRA (which supports overseas expansion activities), EDG is more flexible and requires a project proposal and evaluation.

    Project Duration & Scope

    Projects typically must be completed within 12 to 18 months from the date of grant approval. Longer timelines may be considered only under exceptional circumstances or with justification.

    Eligibility Criteria

    • Business Registration & Operation in Singapore - The entity must be legally registered and operating in Singapore
    • Local Shareholding Minimum - At least 30% local equity (directly or indirectly held by Singapore citizens or Singapore Permanent Residents) must be maintained
    • Financial Viability - The company should be financially sound enough to start and complete the project
    • Project Not Commenced Before Approval - No work, contracts, payments, or procurement should be done before the grant is approved
    • Consultants Requirements - If your project involves consultants, they must be certified under SAC-accredited TR-43 or SS 680 standards
    • Non-affiliated Consultants - You typically must engage independent third-party consultants/vendors (i.e. not related parties) to avoid conflict of interest
    • SME Definition - You need to be classified as an SME under EnterpriseSG's criteria to enjoy the up to 50% support rate

    Pre-application Preparation: Determine which pillar your project falls under, prepare project proposal, get quotations, gather supporting documents

    Login via CorpPass to the Business Grants Portal (BGP)

    Select Get New Grant → select your business sector → choose Enterprise Development Grant (EDG)

    Project Duration & Completion

    Change Requests / Revisions

    After approval, you can submit change requests via BGP for timeline, cost items, or claim due date revisions
    You can only revise certain fields (start/end dates, claim due date, cost items) as allowed
    You should not deviate significantly from original scope — major scope changes may cause rejection
    Always justify why the change is needed and ensure it does not violate grant terms

    Claim Process

    EDG works on a reimbursement basis - you first incur costs then file claims

    Submit interim claims (for large projects) or final claim (closing the project)

    In BGP, go to Claims → File New Claim under the approved project

    Fill in actual costs per category and upload supporting documents: invoices, receipts, proof of payment, project reports

    For final claim, you need an auditor to certify the incurred costs

    Submit the claim and await approval for reimbursement to your company's bank account

    Common Reasons for Rejection

    Project commenced before approval - If any payment, contract, or procurement is done before EDG approval
    Insufficient justification or weak business case - Proposals lacking clear objectives, measurable outcomes, or transformation rationale
    Poor financial viability - If the company's financial health is weak (negative net worth, liquidity issues)
    Engaging non-certified consultants - If consultants do not hold required SAC-accredited TR 43 or SS 680 certifications
    Conflict of interest / related party vendors - If vendor or consultant is related to you or your shareholders
    Incomplete or missing documentation - Missing quotations, invoices, proof of payment, auditor verification
    Cost overruns or deviations not justified - If final actual costs deviate too much from projections without justification
    Major scope changes without prior approval - If project delivered is significantly different from what was approved
    Poor project execution / inability to deliver outcomes - Failure to realise predicted outcomes or misuse of funds
    Not submitting claim in time - Missing the deadline for claim submission leads to forfeiture of funds
    Using grant funds for non-qualifying costs - EDG only supports certain cost categories
