    What are WhatsApp messaging limits?

    WhatsApp messaging limits are the caps Meta places on how many unique customers a business phone number can start a conversation with in any rolling 24-hour period.

    How the tiers work.

    A new number starts at a low tier, typically a few hundred unique customers per rolling day. From there the tiers step up in large jumps, into the thousands, then tens of thousands, then unlimited. The limit counts unique customers you message first, not total messages, so sending five template messages to the same customer in a day consumes one slot, not five.

    How you move up a tier.

    Two things move a number up: completing business verification with Meta, and demonstrating volume at good quality. In practice you need to use a meaningful share of your current limit within a short window while keeping your quality rating out of the red. Meta then raises the tier automatically. There is no application form and no way to buy your way to a higher tier.

    What does not count.

    Replies inside an open 24-hour session window are not capped. If a thousand customers message you today, you can answer all of them regardless of your tier. The limit only bites on business-initiated conversations, which in practice means template sends. That is why broadcast campaigns are the thing that hits the ceiling, and day-to-day customer service almost never does.
