    Overview

    The CTC Grant helps companies transform their business and workforce by co-funding projects endorsed by a Company Training Committee (CTC). Projects must deliver both enterprise transformation (e.g. productivity, innovation, job redesign) and workforce transformation (e.g. wage increases, career development, skills upgrading).

    Eligibility Criteria

    • Company registered/incorporated in Singapore (including societies, non-profits, social enterprises).
    • Must form a Company Training Committee (CTC) comprising senior management and worker/union representatives.
    • Project must target local employees (Singapore Citizens or PRs).
    • Must commit to at least one worker outcome: wage increase, Career Development Plan (CDP), or recurrent skills allowance.

    Application Process

    Form or confirm a CTC within the organisation (management + worker/union rep).

    2

    Develop a transformation plan with both enterprise and workforce outcomes.

    Obtain endorsement from the CTC committee.

    4

    Submit application via the e2i Grant Portal (only online applications accepted).

    5

    Receive Letter of Award (LOA) if approved, with project terms and funding conditions.

    Implement project and deliver committed outcomes.

    Submit claims with evidence of outcomes within 4 weeks after project end.

    Processing Time

    6–8 weeks for approval. Projects typically last up to 12 months; claims must be filed within 4 weeks after the project period.

    Additional Information

    The CTC Grant runs from 1 August 2022 to 31 July 2026, with government funding of about S$200 million committed and plans to extend support to 2028. Multiple applications are allowed if each project covers a new scope. Projects must balance enterprise transformation (e.g. digitalisation, innovation, job redesign) with workforce transformation (e.g. wage increases, career progression, skills development).
