WhatsApp Account Restricted: Quality Rating Issues
Your WhatsApp Business account isn't banned, but messages aren't being delivered. Meta has restricted your messaging capability due to quality rating issues.
This is different from a full account ban. Your account still exists and you can still receive messages, but outbound messaging is limited or blocked until your quality rating recovers.
Meta monitors every WhatsApp Business account's messaging quality. When your quality score drops below their threshold, they restrict your ability to send messages. This is a deliberate safeguard, not a bug.

Meta restricts accounts when they detect patterns that suggest low-quality or unwanted messaging:
- Users blocking your number. When recipients block you, it signals your messages are unwanted
- Users reporting your messages as spam. Direct spam reports heavily impact your quality score
- Low engagement rates. Sending broadcasts that get ignored (not opened, not replied to)
- Sending promotional messages without opt-in. Messaging users who didn't consent
- Sending to inactive contacts. Reaching out to numbers that haven't engaged in months
- High retry volume on failed messages. Every failed retry counts against your quality score
- Linked to inactive business portfolio. Your number is tied to a Meta Business Portfolio that isn't properly configured or verified
A Red quality rating with a reduced messaging limit means you're currently restricted.
