Meta bills WhatsApp in US dollars in every market, and Singapore is no exception. The rate card that governs your bill reads US$0.0732 and US$0.0160, not S$0.0732 and S$0.0160. What lands on your statement is that US dollar amount converted by your card issuer at its rate on the day it settles, which is why every Singapore dollar figure on this page is an estimate. They are all converted at US$1 = S$1.2669, the European Central Bank reference rate for 4 September 2026. The US dollar figure beside each one is the price.
That distinction is not pedantry. A business reading US$0.0160 as sixteen Singapore cents budgets its October invoice roughly 27 percent high, and a business reading it as one and six tenths of a Singapore cent budgets it low. Both happen.
What Singapore pays per message today
Meta charges per template message delivered, priced by the template's category and the recipient's country. These are Singapore's rates from the card effective 1 July 2026, and they do not change on 1 October.

Marketing costs about 4.6 times what utility and authentication cost. That ratio is the single biggest thing you control, and it does not move with the exchange rate.
Utility and authentication cost the same, and that surprises people
This is the detail most budgets get wrong. Authentication messages are one-time passwords, which feel like plumbing rather than marketing, so people assume they are the cheapest thing on the platform. They are not cheaper than utility. Meta prices the two identically, and does so in every market on the rate card, not only Singapore.
If you run a product that sends a lot of verification codes, that traffic is a real line item priced the same as your delivery notifications. Model it that way.
Singapore has been on its own rate card since 1 July 2026
Until 1 July 2026 Singapore was billed at the regional Asia Pacific rate. On that date Meta moved it onto a standalone card, which is the first time Singapore rates have moved independently of Hong Kong, Japan and Australia. Utility and authentication went from US$0.0113 to US$0.0160. Marketing did not move.
One consequence worth holding on to: Singapore is not part of the reshuffle on 1 October, which moves nine other markets onto their own cards. Singapore's move already happened.
The two charges that start on 1 October 2026
Neither is a rate change. Both are messages that used to be free and are about to be billed at Singapore's utility rate of US$0.0160, about S$0.0203.
1. Replies inside the 24 hour window, past 1,000 a month
When a customer messages you first, a 24 hour window opens and everything you send inside it has been free since November 2024. From 1 October each business phone number gets 1,000 free of these per calendar month, and every one after that is charged. The allowance does not roll over, and it is allocated per number rather than per account, so two numbers at 800 messages each still pay nothing while one number at 1,600 pays for 600.
An inbox handling 5,000 of these a month pays for 4,000 of them: US$64.00, about S$81.08. The charge bites hardest on long back and forth threads, because every turn is a message once the allowance is gone.
2. Utility templates sent inside an open window
Since 1 July 2025 a utility template sent inside an open window has been free. An order confirmation sent right after a customer asked about their order cost nothing. From 1 October it is charged at the utility rate. A business sending 500 in-window order updates a month goes from nothing to US$8.00, about S$10.14.
This is the line item most likely to surprise you, because your invoice today does not show it at all. Utility templates sent outside a window were always charged, so nothing changes there.
A worked example for a Singapore number
A Singapore business sending 2,000 marketing templates, 500 in-window utility templates and 5,000 replies inside open windows in a month:

Of that, US$72.00, about S$91.22, is new on 1 October. The same business paid US$146.40 in September for the identical volume.
What to do before 1 October
- Count your window replies per phone number, not per account. The free 1,000 is allocated per number, so the split across your numbers decides whether you pay anything at all.
- Count your in-window utility templates separately. They are billed at zero today and about to be billed at US$0.0160, and no line on your current invoice tells you how many you send.
- Budget in US dollars and convert once. Meta's card is USD, so a Singapore dollar budget built message by message compounds the rounding. Price the volume in USD, then convert the total.
- Shorten the round trip, not the service. Past the allowance every turn inside the window is billable, so the saving comes from resolving in three messages rather than eight, not from replying less.
- Check your template categories. A genuinely transactional message belongs in utility at about a fifth of the marketing rate. Miscategorising a high-volume template is still the most expensive mistake available.
