How much does WhatsApp Business API cost?
Meta charges per template message delivered, priced by the template's category and the recipient's country. In Singapore that is US$0.0732 for marketing and US$0.0160 for utility and authentication, and messages you send inside a customer-initiated service window are free.
Meta bills in US dollars in every market, Singapore included. Every rate on this page is USD. Your card statement converts at your bank's rate on the day, so any Singapore dollar figure is an estimate rather than the amount Meta charges.
Two companion pages: what changes on 1 October 2026 across every market, and what those changes cost a Singapore business, with the same figures in Singapore dollars.
Rates below come from Meta's rate card effective 1 July 2026, the date Singapore moved off the regional Asia Pacific rate onto its own card.
Here is the full breakdown, what is free, and how to keep the bill down.
WhatsApp Business API Pricing Structure
WhatsApp Business API costs have two components:
1. Meta's Message Fees – Charged per message delivered
2. Platform Fees – Your Business Solution Provider's subscription
The July 2025 Pricing Update
Meta changed WhatsApp Business API pricing in July 2025. The key shift:
| Before July 2025 | After July 2025 |
|---|---|
| Per-conversation pricing | Per-message pricing |
| 24-hour conversation window billing | Only template messages charged |
| Free-tier conversations included | Service messages completely free |
Volty is billed separately from Meta's message fees: a Volty plan covers the platform, and Meta charges your own WhatsApp Business account directly for template messages. Replies Volty sends inside a customer-initiated conversation are service messages, which Meta does not charge for.
This change benefits businesses with high customer engagement. You now only pay for template messages you send, not for ongoing conversations.
WhatsApp Message Categories & Singapore Pricing
Meta categorises messages into four types, each with different pricing:
| Category | Description | USD per message |
|---|---|---|
| Marketing | Promotions, offers, product announcements, abandoned cart | US$0.0732 |
| Utility | Order confirmations, shipping updates, appointment reminders | US$0.0160 |
| Authentication | OTPs, verification codes, login confirmations | US$0.0160 |
| Service | Customer-initiated replies within 24-hour window | FREE |
Rates from Meta's USD rate card effective 1 July 2026, verified 1 September 2026.
Singapore moved off the regional Asia Pacific rate onto its own market-specific rate card on that
date. Utility and authentication are priced identically. Meta revises rates roughly quarterly, so
confirm against Meta's own rate card before committing to a budget.

What's FREE on WhatsApp Business API
Understanding what's free helps you optimise costs:
1. Replies inside a customer service window
When a customer messages you first, a 24-hour service window opens. Every message you send inside that window is free, in any format, with no template approval needed.
2. Utility templates inside a service window
If a customer messages you and you send a utility template (like an order update) within that same 24-hour window, the utility template is also free.
3. Click-to-WhatsApp ads
When customers click your Facebook or Instagram WhatsApp ads, you get a 72-hour free window for any messages.

7 Tips to Reduce WhatsApp API Costs
1. Maximise the 24-Hour Service Window
When customers message you, respond quickly with any information they need. Messages within the service window are free, so use it.
2. Use Free Entry Points
Drive traffic through:
3. Categorise Messages Correctly
Utility messages (US$0.0160) cost about 78% less than marketing messages (US$0.0732). If your message is truly transactional (order update, appointment reminder), template it as utility, not marketing.
4. Segment Your Audience
Don't blast your entire database. Target engaged customers who are likely to respond. Better targeting = lower costs + higher ROI.
Cost is not the only reason. Blasting an unsegmented list is also the behaviour most likely to get a number restricted, which is a more expensive problem than the messages themselves. If that has already happened, see how to restore a blocked WhatsApp account.
5. Use AI to Handle Service Conversations
Deploy AI chatbots to answer common questions instantly. Service messages are free, and AI ensures 24/7 coverage without staff costs.

6. Send Utility Messages in Service Windows
If a customer just messaged you, send their order confirmation or reminder within that window. It is free instead of US$0.0160.
7. Consolidate Messages
Instead of sending 3 separate updates, combine information into 1 message where possible.
WhatsApp vs Email vs SMS: Cost Comparison
| Channel | Cost per message (USD) | Open Rate | Click Rate | ROI |
|---|---|---|---|---|
| WhatsApp (Marketing) | US$0.0732 | 98% | 45-60% | High |
| WhatsApp (Utility) | US$0.0160 | 98% | N/A | High |
| US$0.008 to US$0.04 | 21% | 2-5% | Medium | |
| SMS | US$0.04 to US$0.08 | 90% | 19% | Medium |
The WhatsApp rows are Meta's own rates. The email and SMS ranges are typical Singapore market prices converted at US$1 = S$1.2669, the European Central Bank reference rate for 4 September 2026.
Why WhatsApp Delivers Better Value
Despite higher per-message costs than email, WhatsApp delivers significantly better ROI:
For a US$100 WhatsApp campaign reaching 1,000 customers with 98% opens and 50% clicks = 500 engaged prospects.
The same $100 on email reaching 1,000 customers with 21% opens and 3% clicks = 30 engaged prospects.
Frequently Asked Questions
Is WhatsApp Business API free to use?
No. You pay Meta's per-message fees plus your BSP's platform charges. Messages you send inside a customer-initiated service window are free, with no monthly cap since November 2024.
What's the cheapest type of WhatsApp message?
Service messages (responding to customer-initiated conversations) are completely free. For template messages, utility and authentication are cheapest, at US$0.0160 each in Singapore.
Do I pay for messages that fail to deliver?
No. You only pay for messages that are successfully delivered to the recipient's device.
Are there volume discounts?
Meta doesn't offer volume discounts. However, some BSPs offer tiered pricing for high-volume senders.
How do I get the PSG grant for WhatsApp API?
Voltade is a Pre-Approved Solution under IMDA's SMEs Go Digital programme. Singapore SMEs can claim up to 50% PSG support on qualifying packages. Get in touch to check whether your package qualifies.
Can I switch BSPs if I find cheaper pricing?
Yes. Your WhatsApp Business Account can be migrated between BSPs. However, switching platforms means retraining staff and potentially losing automation workflows.
Is WhatsApp cheaper than traditional CRM?
For customer communication, yes. Traditional CRMs charge US$50 to US$150 per user per month, then you still pay for email and SMS sending. Voltade bundles CRM, WhatsApp messaging, AI chatbot, and integrations. It starts at S$4,600/yr (S$2,300 after up to 50% PSG support for eligible SMEs), with unlimited users. See pricing.
