From 1 October, Meta charges WhatsApp businesses for the replies they send inside a customer's 24 hour window. Those replies, which Meta calls service messages, have been free since November 2024. Every business phone number gets 1,000 of them free each month, and from the 1,001st onward each one is billed at the same rate Meta already charges for a utility template in that market. In Singapore that is $0.0160 a message.
The 1 October change is the first time since Meta moved to per message billing in July 2025 that Meta has changed which messages are billable rather than what they cost. Every card in between adjusted rates only. This one adds two kinds of message to the bill at once, service replies and utility templates sent inside an open window, and it lands on every business using the WhatsApp Business Platform across all 47 markets and regions Meta now prices separately. Businesses on the free WhatsApp Business app are not affected.
The change in brief
Date: 1 October 2026, at midnight in each WhatsApp Business account's own timezone rather than Pacific time.
Free tier: Meta gives every business phone number 1,000 free service messages per calendar month and charges from the 1,001st delivered, and Meta's notice states that the free messages do not roll over and reset monthly.
Newly billable, one: service messages, meaning any free-form reply sent inside an open 24 hour window, priced at each market's utility rate.
Newly billable, two: utility templates sent inside an open 24 hour window, priced at each market's utility rate with no free tier of their own.
Marketing rises: seven markets and regions go up, namely Kuwait, Mexico, Morocco, Saudi Arabia, the United Arab Emirates, Rest of Middle East and Rest of Asia Pacific.
Standalone moves: nine markets leave their regional bucket for their own rate card, taking the card from 38 rows to 47. Four fall on utility and authentication and five rise.
Unchanged: per message billing, the 24 hour window as a rule, the 72 hour free entry point window, marketing rates outside those seven, and Singapore's three headline rates.
What changes, in order of how much it will cost you
1. Service messages become billable
A service message is any free-form reply your team or your automation sends while the customer's window is open. No template approval, no category, just a message. Meta stopped charging for service messages on 1 November 2024 and starts again on 1 October 2026, with the 1,000 free per number per month sitting in front of the charge.
Meta's pricing notice, updated 5 August 2026, sets out the allowance in these words:
Effective October 1, 2026 - Meta will introduce a free monthly tier of service messages. Each month, every business phone number will receive 1,000 free service messages; Meta will only charge as of the 1,001st service message delivered. These free service messages do not roll over if not used in a specific month and reset monthly, for each business phone number.
Past the allowance the rate is your market's utility rate, which Meta bills in US dollars in every market: US$0.0160 in Singapore, US$0.0140 in Malaysia, US$0.0014 in India, US$0.0034 in North America.
Read the unit carefully. Meta grants the allowance per business phone number, not per WhatsApp Business account and not per business portfolio. A single number handling 3,200 service messages a month, like the clinic costed below, uses its allowance in the first ten days. A company running four numbers gets four allowances.
2. Utility templates inside the window become billable
Since July 2025, a utility template sent while the window was open cost nothing. The order confirmation you fire the moment a customer asks about their order has been free for over a year. From 1 October, Meta charges that same message at your market's utility rate, and gives it no free tier of its own.
In-window utility templates are the line most businesses will not see coming, because they do not exist on today's invoice. A message that costs zero does not print.
3. Marketing rates rise in seven markets
Meta's own notice names seven markets and regions where marketing rates rise on 1 October: Kuwait, Mexico, Morocco, Saudi Arabia, the United Arab Emirates, Rest of Middle East and Rest of Asia Pacific. Five vendor write-ups published between 2 July and 2 September 2026 do not name them at all, and one states outright that marketing rates do not change.
Rest of Asia Pacific is the rise that matters for Southeast Asia, up from $0.0732 to $0.0842, which is 15 per cent. That bucket covers Thailand, Vietnam, the Philippines, Australia, Japan and others. The Southeast Asian markets Meta prices individually are Singapore, Malaysia and Indonesia, and none of those marketing rates move.
4. Nine markets leave their regional bucket
Bangladesh, Nepal, Sri Lanka, Iraq, Oman, Kuwait, Morocco, Ukraine and Kazakhstan move onto standalone rates on 1 October, which takes the card from 38 rows to 47. Until 30 September each of the nine is billed at its region's rate and accrues toward that region's volume tiers; from 1 October each is priced and tiered on its own. Utility and authentication are set to the same figure in all nine, so one column below serves both.

Sri Lanka falls the furthest, from $0.0113 to $0.0020. Kuwait rises the furthest, from $0.0091 to $0.0440, and is one of only two in the group whose marketing rate moves as well. None of the nine had an authentication-international rate before 1 October, and each new one is higher than the regional authentication rate it replaces. Anything you quoted from a regional rate for these markets is wrong from 1 October, in both directions.
5. Three more markets rise on utility and authentication
Outside the nine, Pakistan moves from $0.0100 to $0.0150. Peru moves from $0.0200 to $0.0300 and South Africa from $0.0076 to $0.0095. Because Meta has set the service rate equal to the utility rate everywhere, each of those markets picks up a dearer service rate on the same day.
What it costs in practice
The three examples below cover only the messages whose billing status changes on 1 October, at Meta's published October rates. Existing charges are unchanged unless stated.
A Singapore clinic, one number
Say the clinic handles 3,200 service messages a month, mostly patients asking about slots and rescheduling. The clinic also sends 900 utility templates inside open windows, appointment confirmations that follow a patient's own message, and 400 outside the window as next-day reminders.
Today the clinic pays for the 400 out-of-window reminders and nothing else, which is 400 x $0.0160 = $6.40 a month in USD at Singapore's rate.
From 1 October the clinic also pays for 2,200 service messages, being 3,200 minus the free 1,000, at $35.20, and for the 900 in-window confirmations at $14.40. The monthly bill goes from $6.40 to $56.00, close to nine times what it was, on identical behaviour.
A Malaysian retailer, two numbers and a broadcast list
Support handles 6,000 service messages a month on one number, orders handles 1,800 on a second, and 2,500 utility templates go out inside open windows. Separately, 20,000 marketing messages a month go to Malaysian numbers.
The support number pays for 5,000 messages at $70.00 and the orders number for 800 at $11.20, so $81.20 between them. The in-window utility templates add $35.00. The retailer's new monthly cost is $116.20 in USD at Malaysia's rate of $0.0140.
The broadcast bill is 20,000 x $0.0860 = $1,720.00, and Malaysia's marketing rate does not move, so the change adds about 7 per cent to what this retailer already spends. The second phone number is worth exactly one allowance here: run both inboxes through one number and the same traffic costs $95.20 instead of $81.20. That gap is $14.00 in Malaysia, $16.00 in Singapore and $1.40 in India.
An Indian tuition centre, high volume and low rates
Parents are chatty, so the tuition centre handles 40,000 service messages a month on a single number, plus 12,000 in-window utility templates for fee receipts and class confirmations.
Service messages cost 39,000 x $0.0014 = $54.60. In-window utility templates cost 12,000 x $0.0014 = $16.80. The centre's new monthly cost is $71.40 in USD at India's rate.
At India's rate the free 1,000 covers 2.5 per cent of the traffic and is close to irrelevant. At the Singapore clinic's volume the same 1,000 wiped out 31 per cent of the charge. The allowance is worth most to the businesses that send least.

How to prepare, this week
Pull your service message volume per phone number. WhatsApp Manager's messaging insights will give you the count. Your invoice will not, because these messages currently cost nothing and so do not appear on it. If a provider sits between you and Meta, ask them for a per number breakdown rather than an account total, since Meta allocates the allowance per number.
Count your in-window utility templates as a separate number. These are the ones billed at zero today. Meta's status webhooks mark them

Decide which conversations are worth answering by machine and which are not. From 1 October every turn inside the window is billable once the allowance is gone, so a conversation closed in three messages costs less than the same one closed in eight. That is an argument for answering faster and more completely, not for answering less. A customer who gets a vague reply and has to ask again has just cost you two messages instead of one.
Review your template mix and your opt-in list. Marketing is the only category with no free path at all, so a stale list is money leaving on every send. Utility templates keep their volume tiers, and there is a second order effect hiding in them: Meta's rule is that only charged messages accrue toward a tier, and in-window utility templates are on the excluded list today, so once they are chargeable they start accruing and bring the next tier rate closer for a high-volume sender.
Check the country codes you actually message. If any of the nine newly standalone markets are in your list, reprice them against the table above. If you broadcast to Thailand, Vietnam or the Philippines, add 15 per cent to the marketing line. A regional quote signed in August is out of date on 1 October.
Put the number in the budget before the date. The switch happens at midnight in your WhatsApp Business account's own timezone, not Pacific time, so a Singapore account flips at SGT midnight on 1 October and bills a full October. If a spending limit sits on the account funding these charges, review it in the same sitting rather than finding it mid-month.
Read Meta's own notice. Meta publishes it on the WhatsApp Business Platform pricing page, under "Updates to rate cards". The October rate cards in every billing currency are published there now and move into the main section on 1 October.
What does not change
Per message billing itself is untouched. Meta still charges on delivery and still prices by the recipient's country calling code, and volume tiers on utility and authentication work exactly as they did.
The 24 hour window is unchanged as a rule. The window still opens and resets every time the customer messages you, and you still cannot send a free-form message once it closes. Only the price of what you send inside it moves.
Free entry point windows stay free. A conversation started from a Click to WhatsApp ad or a Facebook Page button still gives you 72 hours in which every message type costs nothing, and October does not carve service messages out of that.
Marketing rates outside those seven markets are the same, and so are Singapore's three headline rates: marketing US$0.0732, utility US$0.0160, authentication US$0.0160. Singapore moved to its own card on 1 July 2026 and is not part of the October reshuffle. What changes for a Singapore business is the billing structure, on the same day as everywhere else.
Meta's published pricing calendar also stays as it is. Meta states that it may update pricing only on the first day of a quarter, and that a rate card update carries at least one month's advance notice, rising to three months for a pricing model add-on and six for a pricing model change. Meta gave four months for the nine standalone markets, announcing them on 27 May 2026.
