    What Are Messaging Limits?

    Messaging limits control the maximum number of unique phone numbers your business can reach within any rolling 24-hour period. These limits apply specifically to business-initiated conversations (when you message a customer first using a template), not when customers message you.

    Important: These limits are separate from the 24-hour customer service window rule. Even if you have a high messaging limit, you still need to use approved templates to start conversations outside that window.

    The Four Tiers

    WhatsApp organises messaging capacity into four levels:

    New business accounts start at Tier 1 (250 contacts). This might feel restrictive, but it is designed to protect the platform from spam while giving legitimate businesses a path to grow.

    You can view your current messaging limit in two places:

    1. Meta Business Suite: Navigate to WhatsApp Manager > Account Tools > Messaging Limits

    Once you reach Tier 2, Meta automatically evaluates your account for upgrades every 7 days. To qualify:

  4. Use at least 50% of your current limit in the past week
  5. Maintain strong message quality across all templates
  6. If you meet these criteria, your limit increases to the next tier within 6 hours.
