    WhatsApp phone number not eligible: what Meta checks

    During Voltade's WhatsApp onboarding, you see: "Your phone number is not eligible to connect to the WhatsApp Business Platform."

    Meta requires a minimum level of activity on the WhatsApp number before it can connect to the Cloud API. New or inactive numbers get rejected.


    Step 1: increase activity on the phone

    Before retrying the Voltade onboarding:

  1. Use the phone number actively on WhatsApp for at least 1-2 weeks

  3. Send and receive messages with real contacts

  5. Make sure the WhatsApp app is updated to the latest version

  7. Avoid creating a brand-new WhatsApp account just for business. Meta flags these
  8. Step 2: retry onboarding

    Meta's changelog entry of 3 September 2026 puts the phone number first in Embedded Signup, before the business portfolio and WhatsApp Business account. In that order, Meta reports an ineligible number at the start of the flow. Meta states that the rollout is in progress, so some businesses still see the business portfolio screen first.

  11. Follow the Embedded Signup flow and sign in with your Facebook or Meta Business Suite account

  13. Enter or select the phone number that now has activity history

  15. Verify the number with the code Meta sends by text message or phone call

  17. Select or create your business portfolio and WhatsApp Business account

  19. Send a test message to confirm the connection is working
  20. If it still does not work

    Some phone numbers are permanently ineligible (certain VoIP numbers, numbers flagged by Meta, numbers in restricted regions). If your number remains ineligible after 2 weeks of activity:

    • Try a different phone number
    • Use a physical SIM number rather than a virtual/VoIP number
