Most WhatsApp chatbots return a menu. This one reads what the customer meant, checks the system that holds the answer, and books the slot or quotes the job inside the same conversation.
What a WhatsApp chatbot is
A WhatsApp chatbot is software that reads an incoming WhatsApp message and replies to it without a person in the loop. It runs on a business phone number connected to the official WhatsApp Business API, which is what separates it from the free WhatsApp Business app: the app can send a greeting and an away message, and that is the whole of its automation.
The word covers two very different things, and the gap between them is the entire decision:
A scripted bot matches words. It compares the message against a list it was given and returns whatever sits next to the match. Predictable, cheap, and wrong the moment somebody phrases the question a way nobody wrote down.
A language model reads the message. It works out what was meant, including when the customer switches language halfway through, sends a voice note, or photographs the thing they are asking about. All three break a keyword tree.
Only one of them can look anything up. A reply that quotes a real price, a real slot or a real order status has to come from a live system. A bot with no connection to your calendar or your stock can only say what it was told to say in advance.

The message lands in one inbox
WhatsApp and email arrive in the same shared inbox, so nothing sits in an app nobody has open. Each thread is filed as Active, Snoozed, Resolved or Spam, and a snoozed thread stays parked until you are ready for it.

The reply is drafted, then either held or sent
Draft mode holds every generated reply for a person to approve before it goes out. Live mode lets it send on its own. That is a per-inbox setting, which is how most businesses start on draft and move across once they have read a few hundred replies.

Standing rules do the repetitive part
A rule described in plain English, for example acknowledging messages that arrive after hours or pinging the assignee when a thread goes unanswered for 30 minutes, becomes a standing automation. Every run is journalled: when it ran, why, and what it did.

A person takes over with the thread attached
When the conversation needs judgement, it goes to your team with the full history, so the customer is not asked to repeat themselves. Staff reply under their own name rather than as the bot.
Where the word stops being useful
A chatbot is not an AI agent, and the difference is write access.
A chatbot produces a reply. An agent produces an outcome: it books the slot, updates the record, sends the quote, and keeps a journal of having done so. Plenty of businesses genuinely need the first one. If your enquiries are opening hours, location and a price list that does not move, a well-written chatbot is the correct amount of machinery and anything more is an expensive way to do the same job.
The moment an answer depends on something only a live system knows, a chatbot has to hand over to a person, and you are paying for a machine that routes rather than resolves.

Does WhatsApp have an AI chatbot?
WhatsApp ships two things that get called an AI chatbot, and neither is a chatbot for your business. Meta AI is a consumer assistant built into the app for the person using it, and it does not answer your customers on your behalf. Meta Business Agent is Meta's own AI reply feature for WhatsApp Business accounts, which answers from the information on your business profile and catalogue. A chatbot that quotes your prices, reads your calendar or writes to your CRM is a separate build on the WhatsApp Business API, from you or from a Meta Business Partner.
How do I create a chatbot on WhatsApp?
Creating a WhatsApp chatbot takes four steps. Get a phone number onto the WhatsApp Business API through a Meta Business Partner, since the free WhatsApp Business app cannot host one. Verify the business in Meta Business Manager, which is also what lifts your messaging limits off the starting tier. Connect the number to whatever will do the answering, either a rule-based flow builder or an AI agent wired into your calendar, stock and CRM. Then get your business-initiated messages approved as templates, because outside a customer's 24 hour reply window a template is the only thing you can send.

A WhatsApp chatbot has two costs stacked on each other: what Meta charges per message, and what the platform running the bot charges. Meta prices per message by market and by category. In Singapore a marketing template is $0.0732 and a utility message, the kind that confirms a booking or an order, is $0.0160. From 1 October 2026 Meta also starts charging for service messages, the replies you send while a customer's 24 hour window is open, at that same $0.0160, with 1,000 free per business phone number per month. Rates move roughly every quarter, so confirm the current card before you budget.

The starter version is free and the useful version is not. The WhatsApp Business app gives you a greeting message, an away message and saved quick replies at no cost, and for a business taking a handful of enquiries a day that is often the right answer. Anything that reads the message rather than matching a keyword needs the WhatsApp Business API, where Meta bills per message on top of whatever the platform costs. Free tools that promise API-grade automation on the consumer app are the ones that get numbers banned, because Meta does not support them.
Is a WhatsApp chatbot legal in Singapore?
A WhatsApp chatbot is legal in Singapore when it runs on the official WhatsApp Business API and follows Meta's Business Messaging Policy, which is how every licensed Business Solution Provider operates. There is then a second layer, because marketing messages to a mobile number fall under the PDPA: you need consent on file and a working opt-out in every campaign. What gets a number banned is not the automation but the shortcuts around it, so unofficial tools driving the consumer app and scraped contact lists are the risk, not the bot.
