## What is the 24-Hour Rule?

WhatsApp's 24-hour rule (officially the "customer service window") is a messaging window that opens when a customer sends your business a message. During this window, you can send free-form messages (text, images, PDFs, buttons) without using pre-approved templates. Once it closes, you can only send approved message templates.

The window is rolling, not fixed. Every new inbound message from the customer resets it for another 24 hours.

## Why This Rule Exists

Meta implemented this rule to:

- Protect users from spam: businesses can't blast unsolicited messages
- Ensure relevance: messages outside the window must be templated and approved
- Maintain trust: users control when businesses can message them freely

- A click on a Click-to-WhatsApp ad opens a separate 72-hour Free Entry Point window where even templates are free

## What Does NOT Open or Reset the Window

- Read receipts
- Delivery receipts
- Your own outbound messages
- Status views

## What Changed In 2024–2026

Most older blog content about WhatsApp pricing is outdated. Four changes you need to know:

| November 2024 | All customer-initiated service messages became free, no monthly cap. The old limit was 1,000 free service conversations per account, counted per conversation rather than per message. |
| April 2025 | Utility templates sent inside an open service window became free. |
| July 2025 | Conversation-based pricing retired. Replaced with per-message pricing. |
| 1 October 2026 | Service messages past 1,000 a month per business phone number are charged, and so are Utility templates sent inside an open service window. |

So until 30 September 2026: if a customer messages you and you reply with text, images, or even a Utility template within 24 hours, it is free. From 1 October 2026 each business phone number gets 1,000 free service messages a month, and Meta charges for every one after that. Marketing and Authentication templates are charged regardless.

If a customer messages me at 3pm Monday and again at 10am Tuesday, when does the window close?

10am Wednesday. The window resets to 24 hours from the most recent customer message, not from the first one.

Can I send a follow-up quote 2 days later without a template?

No. Outside the 24-hour window, you can only send approved templates. Plan ahead and set up a Utility template ("Following up on your quote, let us know if you have questions") for these cases.

Are utility messages really free?

Free only when sent inside an open 24-hour window initiated by the customer. Outside the window, utility templates are charged (still cheaper than marketing).

If my agent replies 25 hours later, does the message just fail?

Yes. The WhatsApp API rejects free-form replies outside the window. You'd need to send an approved Utility or Marketing template instead.

Does an order confirmation count as Utility or Marketing?

Utility, and it's now free if sent inside an open service window.

Can I run a re-engagement campaign to old leads?
