## How Meta bills WhatsApp messages in 2026

Every market's rates and worked examples: the WhatsApp Business API pricing guide

### Messages to you are free

Meta never charges for what customers send you.

### What changed on October 1, 2026

Service messages, your replies inside the 24-hour window, are charged after 1,000 free a month on each number. Utility templates sent inside that window are charged too. Eligible government and non-profit organisations keep service messages free through December 31, 2027.

### What is billed

- Marketing, utility and authentication templates, on every delivery.
- Service replies past 1,000 a month on each number.
- Only messages that are delivered.

### The 24-hour window

It opens, or starts again, each time a customer messages you. Inside it you can reply freely; outside it you can only send templates.

### Free entry points

When a customer reaches you from a click-to-WhatsApp ad or a Facebook Page button and you reply within the window, what you send is free for up to 7 days.

## Frequently asked questions

###

A message format Meta reviews and approves before you can use it, with placeholders for details such as a name or an order number. Templates are the only messages you can send outside a customer's 24-hour window, and each one is filed under marketing, utility or authentication, which sets its price.

###

A template that promotes something: an offer, a launch, a reminder to come back. It is charged on every delivery at the market's marketing rate, usually the highest per message, and has no volume tiers or free allowance.

###

A template about something the customer already started, such as an order update, a booking confirmation or a receipt. It is charged on every delivery, including inside an open 24-hour window since October 1, 2026, and gets cheaper in Meta's volume tiers.

###

A template that carries a one-time password or login code. Meta prices it the same as utility in every market on its card, with its own volume tiers.

###

In some markets, including India, Indonesia and Malaysia, Meta charges a higher rate for authentication codes a business based in another country sends to numbers there. The calculator shows that row only for markets where Meta sets a different rate.

###

Any reply that is not a template, sent while a customer's 24-hour window is open. Since October 1, 2026 each business phone number gets 1,000 free a month, they do not roll over, and Meta charges the market's service rate after that.

###

A 24-hour window that opens when a customer messages or calls you and starts again each time they do. Inside it you can reply with any message; outside it you can only send templates.

###

When a customer reaches you from a click-to-WhatsApp ad or a Facebook Page button and you reply inside the 24-hour window, Meta opens a free entry point window. Every message you send in it is free, and it can stay open for up to 7 days.

###

No. Meta does not charge for messages a customer sends to a business, whatever their content.

###

Per message delivered, at the rate for its category and the recipient's country: templates on every delivery, and service replies once the free 1,000 a month on a number are used. Messages that fail to deliver are not charged.

###

The recipient's. Meta reads the country calling code of the number you send to, not where your business is. A country Meta does not price on its own is billed at its regional rate, such as Rest of Asia Pacific or Rest of Western Europe, which the calculator lists as its own entries.

###

Use the calculator above: pick the recipients' country or region, the currency to show amounts in, and how many marketing, utility, authentication and service messages you send a month. It applies the free service allowance for one business number and Meta's volume tiers, and shows the cost per category and the monthly total.

###

For utility and authentication, yes. Meta sets volume tiers per market and category: once a month's messages pass a tier's threshold, the messages above it are charged at that tier's lower rate, and the count resets each month. The calculator applies Meta's own tier tables for the card effective October 1, 2026. Marketing and service messages have no volume tiers.

###

The calculator shows US dollars by default, from Meta's US dollar card. Singapore in Singapore dollars is read from Meta's own Singapore dollar card, and other currencies are converted at an approximate rate, so treat them as a guide to what your account is billed.

###

From the rate cards on Meta's WhatsApp pricing page . The calculator uses the card effective October 1, 2026, the one Meta bills on now.

###

That depends on the platform. Volty does not add a fee to Meta's: Meta bills its messaging fees against your own WhatsApp Business account, and your Volty plan covers Volty itself.

Meta bills these fees to your own WhatsApp Business account. Volty, the AI helpdesk builder, answers the chats behind them with the AI agent and a shared inbox.
